[Due for payment 2026-04-16] [$250] Add a quick filter for workspace merchant rules

Similar to functionality and logic recently added for approval workflows, let's add a quick search filter for merchant rules.

Design and product details:

• The quick filter appears when a user more than 3 distinct merchant rules
• The search input search the merchant corresponding tot to the merchant rule
• We'll use "contains" logic for the search query
