[Search Filter Revamp] Release #2 Update the 'filters' button to no longer open the RHP, but instead, present the new menu

Coming from #81558 (and the mockup here: https://exfy-newdot-filters-exclusive-v3.netlify.app/reports and here)

Lets update the 'filters' option on web to no longer open the RHP, but instead, open our new popover

Note: this will also add support for the clear button to clear all filters

Another note:
For a good user experience, we will implement a hover intent triangle read more when going from filter column -> value column
