Problem:
Finding the right workspace room, especially the policy expense chat, can take too long if it is not pinned or accidentally unpinned
Solution
Add a Workspace Rooms directory page reachable from Workspaces > [Workspace] so people can quickly jump to the rooms they care about (especially expense-related rooms).
Why this instead of linking straight to the policy expense chat: A direct shortcut previously led to a confusing loop for users (Workspace shortcut to Inbox to Workspace). A directory is seen as a more predictable UX that avoids that loop.

Design decisions so far:
- For both members and admins, surface any rooms that X member can join.
- Use a tabbed layout to separate different room types.
- Order rooms so “my rooms” appear first, with the expense chat ideally first.
- Not worried about alphabetic sorting for now; the “my rooms first” approach feels acceptable given most workspaces have few non-expense rooms.
