Description
A GBR (green brick road) is appearing on a workspace chat (Ryan Donato's workspace - "Expenses - Expensify US") that doesn't seem connected to any actual outstanding action. When clicking into the chat from the LHN, the GBR disappears.
Symptoms
- A GBR shows on a
policyExpenseChat in the LHN
- The report has
hasOutstandingChildRequest: true but total: 0, transactionCount: 0, and nonReimbursableTotal: 0 — suggesting there's no actual outstanding expense
- Clicking into the chat from the LHN causes the GBR to disappear (it does not persist)

Expected Behavior
The GBR should only appear when there is a genuine outstanding action for the user to take. If total and transactionCount are both 0, no GBR should be shown.
