App Component: Money Requests

Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create an expense.
4. Open the expense report.
5. Click Submit.
6. Create another expense in the same report.
7. Open any expense.
8. Click More > Hold.
9. Enter reason and save it.
10. Close the expense thread RHP.
11. Click Approve.

Expected Result:

Approval modal will show up to confirm approval amount.

Actual Result:

Approval modal does not show up. The held expense is auto unheld.
