[Submit] Update Workspaces list + Plan Type page (Wave 2)

Show Submit workspaces with a new icon in WorkspacesListPage.tsx. Only show Submit in the plan type list for workspaces already on Submit in WorkspaceOverviewPlanTypePage.tsx. Do not allow downgrade from Collect/Control to Submit.
