Investigation Summary. Classification: Frontend bug. Causing PR: #86727 - fix: pass iouReport instead of chatReport for smartscan field check by @sosek108 (High confidence). Related Issues: #86109 (original issue this PR was meant to fix). Recommendation: REVERT. PR #86727 introduced a regression. While attempting to fix the Fix label showing incorrectly for dollar-0 manual expenses (issue #86109), it overcorrected and now prevents the Fix label from appearing at all when it should. Assigned: @sosek108 (PR author), @NikkiWines (approving reviewer), @aimane-chnaif (approving reviewer). Labels: DeployBlockerCash kept (frontend App bug). No label changes made. Evidence: The issue is only reproducible on staging (v9.3.54-0), not production. melvin-bot immediately assigned PR #86727 to this issue. PR #86727 is in the StagingDeployCash checklist and was merged on 2026-04-07. Verification: Affected files - src/libs/ReportUtils.ts, src/libs/SidebarUtils.ts, src/libs/actions/OnyxDerived/configs/reportAttributes.ts. PR #86727 modifies all of these files. Root Cause: PR #86727 changed getReportActionWithSmartscanError to look up the IOU/expense report via the reports collection and pass it to shouldShowRBRForMissingSmartscanFields. With the IOU (expense) report instead of the chat report, isFromExpenseReport becomes true, which changes which fields are considered required for the smartscan check. For a dollar-0 manual expense, the new code path no longer flags it as a smartscan error, removing the expected Fix label from the LHN.
