[Split #88320] PR 9 - Scope VISIBLE_REPORT_ACTIONS selector per report

Goal: Scope VISIBLE_REPORT_ACTIONS subscriptions by reportID using a module-level selector factory.

Scope:

• Update src/hooks/useReportActionsVisibility.ts
• Add selectVisibleReportActions test coverage proving report B writes do not notify report A subscribers
• Capture profiler before/after if practical

Risk: Low. Pure performance fix.
