Extract inline render helpers (renderItemContent, itemContent, renderReportActionItem, createdActionContent) into real components to improve readability and enable the React Compiler to optimize them independently.

I pushed this one today: #89749
It’s quite big now, but most of it is just extraction. I’ll work on some smoke tests to verify that everything is working as expected.

I also did a few benchmark runs with these steps:

send 5 messages
hover each row from bottom to top and back

It should be better now, not only in readability but also in performance, since the React Compiler should now have a clearer picture.
