Action Performed:

  1. Enable automatic Submission, set it to Daily
  2. Create an expense report and add 3 expenses without violations to it
  3. Put two of the expenses on hold
  4. Wait till the harvester runs (or manually run it to test)

Expected Result:

Both held expenses should be moved to a new report in the Draft state. The remaining unheld expense should submit.

Actual Result:

All expenses were submitted, regardless of being held
