Lock icon on travel settings page for travel billing flickers

Problem

When an admin user using Consolidated Travel Billing (formerly known as Travel Invoicing) and they have a balance to pay down they should not be able to turn off the feature until they've paid their balance. To indicate this there is a lock icon on the toggle. The lock flickers off currently after going to the page which gives the appearance of a buggy and inconsistent UI.

Repro steps:

1. have a Travel Billing workspace with some spend on it
2. go to the admin page

Expected: toggle has lock on it
Actual: toggle has lock on it but then flickers away
