[No QA] Update react-native-picker/picker

Details

Update react-native-picker/picker to fix an unmet peer dependency with React 18. Side-note: even though we don't use this package directly, it is a peer dependency of react-native-picker-select.

Unmet peer dependencies are more of a problem with npm 7+:

In previous versions of npm (4-6), peer dependencies conflicts presented a warning that versions were not compatible, but would still install dependencies without an error. npm 7 will block installations if an upstream dependency conflict is present that cannot be automatically resolved.

Overall this change should be pretty safe because the diff between this version and the old one only makes very minimal changes to the actual library code – 98% of the changes are either:

1. Build changes
2. CI/CD changes
3. Changes in the example app (not the actual package)
