I found issue while testing:

When call Clipboard.setString while any input is focused, input cursor is lost, though input is still highlighted.
I can confirm that the root cause is in RNW because web native api - navigator.clipboard.write doesn't have this issue.

That's weird. As it has different root cause, I think it can be out of scope.

If @youssef-lr is OOO, @mountiny I'd appreciate your review on this.

So all mini context menu items (except "Copy link") don't change focus status on both main composer and edit composer.
It's known that this is inconsistent with popover context menu behavior, which always focuses on main composer after close modal.
"Copy link" uses react-native-web's Clipboard api and unfortunately this half-blurs input. Here, half-blur means actually not blurred (onBlur is not called) but cursor is hidden and not able to type. - #24252 (comment)
As it has different root cause and "Copy link" is still beta feature, I think we can consider this out of scope, not blocker.
