fix: Modal entering callback not called with reduced motion on

Explanation of Change

Ensures onOpenCallBack is called when opening a modal, even with reduced-motion setting turned on. It should fix modals not hiding properly and blocking the entire page.

If one is unable to reproduce the issue without this change, I suggest enabling the prefers-reduced-motion setting. Either in the device settings or emulating it in browser dev tools. Ensure you reload the page after enabling the setting.

1. Click FAB
2. Start chat
3. See if the modal with FAB options (Create expense, Create report...) closes properly.

5. Confirm modal should close and the comment should be deleted
