Explanation of Change

After rejecting expense, Mark as resolved button will be shown as the primary button in the single expense report view and hide Submit button in more menu

Hm good question, and I could see it either way. We still allow you to submit a report with a rejected expenses for some reason, though if it's just a one-expense report, it would make more sense to mark it as resolved first.

So yes I'd say let's remove the Submit button in that case.

Also @daledah, can you please fill out the Explanation of Change section of the PR, and also pull main – the branch is getting quite far behind.
