fix delete modal persist displayed despite the workspace is deleted

Explanation of Change

allPolicies in PolicyUtils from Onyx.connect is sometimes updated slower than policies from useOnyx(ONYXKEYS.COLLECTION.POLICY) in view component.
To prevent this outdated allPolicies, we get it from useOnyx instead of deprecated getPolicy from PolicyUtils in WorkspacesListPage.
