Side Panel displayed without an overlay

Explanation of Change

The bug was caused by a stale value in Onyx stored under the modal key, which persisted after unloading a page with a side panel open and loading another without it. The change adds clearing the isVisible and type fields of the value stored under modal key in the 'beforeunload' event listener callback.

3. Go to Account and click to edit any information so that a side panel appears (e.g. Display name)
4. Edit the url to navigate to a page without a side panel open (e.g. edit the '.../settings/profile/display-name' to '.../settings/profile')
5. Open Concierge modal and verify that the semi-transparent backdrop is displayed correctly
6. Close Concierge and open a side panel again (e.g. the report selection side panel in an expense)
7. Reload the page with that modal open
8. Open Concierge modal and verify that an additional semi-transparent backdrop is not displayed

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
