fix: pass transaction data for unreported expenses

Explanation of Change

Problem

Opening a scan expense in NewDot after unreporting in OldDot showed "it's not here" page because:

• transaction wasn't passed for unreported expenses (they have a valid reportActionID)
• {reportActionID} object lost originalMessage.type needed for track expense detection

Solution

Pass transaction data when !reportActionID OR isFromSelfDM
Pass full reportAction object instead of just {reportActionID}

Tests

Prerequisites:

• Login with a new account (no workspace created)

1. From OldDot, scan a receipt to add an expense
2. Go to Search > Expenses in NewDot
3. Click on the "View" action on the expense
4. Verify the expense opens in RHP with report set to Self DM (not "it's not here" page)

• Verify that no errors appear in the JS console

Offline tests

N/A - This fix addresses navigation logic, not network-dependent behavior.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
