Fix the bottom clipping of the Manual/Scan tab buttons in the Create Expense flow

Adjust layout and spacing to ensure the Manual and Scan tab buttons
are fully visible and accessible across font sizes.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

Yup much better. Like I said in an earlier comment, let's also do a complete scan of the app to make sure the button styles aren't breaking anywhere given the padding update you are making.
