Yep, intentional — the local persistedRequests is captured before the async callback so it can be stale by the time we get here. Grabbing fresh data to get the actual state.

We can use currentRequests.length or is it intentional?

Same thing here — currentRequests is snapshotted at the top of push() but the queue might've changed by this point (conflict resolution, save, etc.), so we re-fetch to get the real count.
