80062: Invited to chat only user can't open expense report from the first try

Explanation of Change

This PR removes the ReportScreen useEffect that called Navigation.goBack() whenever the screen was focused, we had a reportID from the route, but the report object was still missing in Onyx and we were considered “not loading.”

• As User A, create an expense in the workspace chat
• As User B, tap on the report preview to open the details
• User B is able to open the expense report from the first try
