Fix cross-report duplicate expense resolution for admin path

Explanation of Change

getIOUActionForTransactions only searched report actions within a single IOU report (the kept transaction's report). When an admin resolved duplicate expenses that spanned two different IOU reports via the resolveDuplicates path, cross-report duplicate transactions were silently dropped from orderedTransactionIDList and reportActionIDList. This caused the backend to receive an incomplete set of duplicates, resulting in only partial resolution.

The fix modifies getIOUActionForTransactions to fall back to each transaction's own reportID (via getAllTransactions()) when the IOU action is not found in the provided iouReportID. This ensures all duplicate transactions are found regardless of which report they belong to.

The owner path (mergeDuplicates) was unaffected because it passed the full transactionIDList directly to the backend, but it also benefits from this fix through improved optimistic data accuracy.

4. Click on the "Review duplicates" button
5. Click "Keep this one" for any expense and complete the flow
6. Verify the "Potential duplicate" violation and "Review duplicates" button are no longer displayed
7. Verify no errors appear in the JS console

7. Also verify the same flow works when the expense owner resolves their own duplicates (regression check)
