Fix cross-report duplicate expense resolution for admin path#82730

Fix cross-report duplicate expense resolution for admin path#82730
Conversation
getIOUActionForTransactions only searched a single report's actions, causing resolveDuplicates to send an incomplete transactionIDList to the backend when duplicates spanned multiple IOU reports. This made the admin "Keep this one" flow fail to fully resolve cross-report duplicates while the owner path (mergeDuplicates) worked because it passed the unfiltered list. The function now falls back to each transaction's own reportID when the action is not found in the provided iouReportID. Co-authored-by: Qichen Zhu <QichenZhu@users.noreply.github.com>

Explanation of Change
getIOUActionForTransactionsonly searched report actions within a single IOU report (the kept transaction's report). When an admin resolved duplicate expenses that spanned two different IOU reports via theresolveDuplicatespath, cross-report duplicate transactions were silently dropped fromorderedTransactionIDListandreportActionIDList. This caused the backend to receive an incomplete set of duplicates, resulting in only partial resolution. The fix modifies
getIOUActionForTransactionsto fall back to each transaction's ownreportID(viagetAllTransactions()) when the IOU action is not found in the providediouReportID. This ensures all duplicate transactions are found regardless of which report they belong to.The owner path (
mergeDuplicates) was unaffected because it passed the fulltransactionIDListdirectly to the backend, but it also benefits from this fix through improved optimistic data accuracy.Fixed Issues
