Guard canEditReportTitle against missing title field#84589

When titleField is undefined (e.g. policy fieldList lacks text_title), isReportFieldDisabled returns false, causing canEditReportTitle to return true even though there is no title field to edit. The user then navigates to EditReportFieldPage which correctly fails to find the field and shows "It's not here". Add a !!titleField guard so the edit button only appears when a title field actually exists. Co-authored-by: Aimane Chnaif <aimane-chnaif@users.noreply.github.com>

Explanation of Change
canEditReportTitledoes not verify that a title field actually exists before returningtrue. WhentitleFieldisundefined(policy'sfieldListlackstext_title),isReportFieldDisabled(report, undefined, policy)returnsfalsebecause it falls through all its checks. This makescanEditReportTitlereturntrue, showing the edit button even though there is no title field to edit. When the user clicks through toEditReportFieldPage, it can't find the field and shows "It's not here".This PR adds a
