Preserve setup-link result flag semantics in telemetry
The new skeleton telemetry flips the meaning of hasResultOfFetchingSetupLink by assigning !hasResultOfFetchingSetupLink while the spinner is rendered. In the loading path (!hasResultOfFetchingSetupLink), this records the attribute as true, so Sentry data now reports that a setup-link result exists when it does not, which undermines the debugging signal this PR is meant to add.
