Explanation of Change

When exporting a full report to CSV from the More menu (MoneyReportHeader), the client previously sent the (potentially incomplete) list of transaction IDs from its local Onyx store. Due to report action pagination, not all transactions may be loaded on the client, causing the export to silently omit line items.

This PR fixes the issue by:

  1. MoneyReportHeader: Passes an empty transactionIDList for full-report exports, signaling to the backend to fetch ALL transactions for the given reportID.
  2. exportReportToCSV: Replaces the broken comparison logic (which compared two equally-incomplete client-side data sources) with a simple rule: empty transactionIDList = export all via reportID; non-empty list = export only specified transactions (sets reportID to '-1').

The selected-transaction export path (useSelectedTransactionsActions) is unchanged — it continues to send specific transaction IDs.

Tests

  1. Open a report with many transactions (enough to trigger report action pagination, e.g. 50+)
  2. Click More > Export To > CSV
  3. Verify the exported CSV contains ALL transactions on the report, matching the report total
  4. Select specific transactions on a report, then export to CSV
  5. Verify only the selected transactions appear in the export
  • Verify that no errors appear in the JS console

Offline tests

  1. Go offline
  2. Attempt to export a report to CSV
  3. Verify the offline modal appears (existing behavior, unchanged)

QA Steps

  1. Log in on a report with many line items (50+ transactions)
  2. Go to the report and verify the report total
  3. Click More > Export To > CSV
  4. Verify the CSV contains all line items matching the report total
  5. Select a subset of transactions, export to CSV
  6. Verify only the selected transactions are in the export
  • Verify that no errors appear in the JS console

Fix CSV export missing transactions due to pagination

When exporting a full report to CSV via MoneyReportHeader, the client now
sends an empty transactionIDList with the real reportID, allowing the
backend to fetch all transactions for the report. Previously the export
relied on the client's Onyx store which may not contain all transactions
due to report action pagination, causing line items to silently disappear
from the export.

For selected-transaction exports (useSelectedTransactionsActions), the
behavior is preserved: the specific selected IDs are sent with reportID
set to '-1'.
