Pre-condition:
Workspace is set up with members: 2 approvers and a submitter employee (not an admin)

Steps:

1. Create control workspace has advanced approval set with 2 approvers and has employee
2. Login as employee and submit to approver A (the first approver)
3. Login as approver A and approve the expense
4. Login again with employee and tap the expense's details > More
5. Navigate to Reports > Expense > Select the expense from step 2
6. Click on the dropdown menu
7. Verify that the hold option doesn't appear

• Verify that no errors appear in the JS console

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

Yes, help site changes are needed. The PR removes the Hold option from approved expense reports, but the docs currently list Hold as available "On draft, submitted, or approved reports."

I've created a draft PR to fix this: #88402

Change: In Expense-and-Report-Actions.md, updated the Hold row from "On draft, submitted, or approved reports" → "On draft or submitted reports."

Note: I was unable to add the PR to project 196 due to permissions — please add it manually.
