[No QA] Docs: Remove tax from time expense creation steps

PR #87612 hides tax fields for time and per diem expenses. This docs update removes "tax" from the list of available fields in the "How to create a time expense" steps in the Create an Expense help article, since the tax field is no longer shown for time expenses.
