[NO QA] Fix deploy blocker investigation summary formatting

The deploy-blocker-investigator Claude agent has been intermittently posting Investigation Summary comments as unformatted flat text instead of structured markdown on DeployBlockerCash issues (e.g. #88182).

The agent was constrained to use --body '...' inline for gh issue comment, which is fragile for complex markdown — shell escaping issues caused the model to collapse formatting to avoid errors.
