Explanation of Change

This PR is part of deprecating the module-scoped Onyx.connect() cache deprecatedAllReportActions in src/libs/actions/Policy/Policy.ts. The deprecatedAllReportActions is read inside createPolicyExpenseChats (line 1578) when the if (oldChat) branch is entered. We want callers to supply a reportActionsList explicitly (from the useAllPolicyExpenseChatReportActions() hook) instead of relying on the module-scoped fallback.

This PR covers two distinct pieces of that work on the same branch:

1. buildPolicyDatareportActionsList removed as dead code

After per-caller analysis, every caller of buildPolicyData ends up invoking createPolicyExpenseChats with a fresh policyID (from generatePolicyID()), so ReportUtils.getPolicyExpenseChat(cleanAccountID, policyID) always returns undefined and the if (oldChat) branch is never entered. The reportActionsList argument was therefore dead code on this path and has been removed — see the investigation in this PR comment for the case-by-case table.

2. buildAddMembersToWorkspaceOnyxDatareportActionsList threaded through the easy caller paths

Unlike buildPolicyData, buildAddMembersToWorkspaceOnyxData operates on existing policies where an invitee may already have a policy expense chat, so the if (oldChat) branch is live code. This PR adds an optional reportActionsList?: OnyxCollection<ReportActions> parameter and threads it through the two easy caller paths:

  • addMembersToWorkspaceBaseOnboardingWorkspaceInvite.tsx, WorkspaceInviteMessageComponent.tsx
  • changeReportPolicyAndInviteSubmitterReportChangeWorkspacePage.tsx (already uses the hook)

Deferred to follow-up PRs of #66578:

  • shareTrackedExpense (TrackExpense.ts) path — threading through trackExpenseMoneyRequest.ts / Duplicate.ts / handleFileRetry.ts would balloon this PR's diff.
  • Once all callers supply reportActionsList, a final cleanup PR will make it required and remove the ?? deprecatedAllReportActions fallback inside createPolicyExpenseChats. Each new reportActionsList?: declaration carries a // TODO: Remove optional (?) comment pointing at issue Remove Onyx.connect() for the key: ONYXKEYS.COLLECTION.REPORT_ACTIONS in src/libs/actions/Policy/Policy.ts #66578 to make that followup explicit.

Changes:

  • Removed reportActionsList from BuildPolicyDataOptions and the buildPolicyDatacreatePolicyExpenseChats hand-off (dead code)
  • Added reportActionsList?: OnyxCollection<ReportActions> parameter to buildAddMembersToWorkspaceOnyxData and addMembersToWorkspace in src/libs/actions/Policy/Member.ts
  • Added reportActionsList?: OnyxCollection<ReportActions> to the typed object param of changeReportPolicyAndInviteSubmitter in src/libs/actions/Report/index.ts
  • Updated 3 UI callers (BaseOnboardingWorkspaceInvite.tsx, WorkspaceInviteMessageComponent.tsx, ReportChangeWorkspacePage.tsx) to pass the result of useAllPolicyExpenseChatReportActions()
  • Added a unit test in tests/actions/PolicyMemberTest.ts that verifies addMembersToWorkspace uses the explicit reportActionsList param (not the deprecated Onyx fallback) when unarchiving an existing expense report
  • Added a unit test verifying the buildPolicyDataadminParticipant expense chat creation path (covers the scenario where reportActionsList was removed)

  3. Navigate to a workspace that has an archived policy expense chat + expense report for some member, re-invite that member, and verify both the workspace expense chat and the nested expense report get unarchived
  4. Open an expense report owned by a non-member and change its workspace; verify the submitter is invited to the new workspace and the report is moved
  • Verify that no errors appear in the JS console

reportActionsList is only consumed inside the `if (adminParticipant?.login)`
branch of buildPolicyData. Only IOURequestStepUpgrade passes adminParticipant,
so only that caller needs reportActionsList (via useAllPolicyExpenseChatReportActions).

Reverts the unnecessary reportActionsList: undefined from all other callers
that never reach the code path where it's used. Makes the type optional (?)
since most callers don't need it.

reportActionsList is only consumed inside createPolicyExpenseChats in the
`if (oldChat)` branch, which requires an existing policy expense chat for
the given policyID. buildPolicyData always uses a freshly generated policyID
(via generatePolicyID()), so getPolicyExpenseChat() can never find an
existing chat, and reportActionsList is never read.

Additionally, most callers don't pass adminParticipant, so
createPolicyExpenseChats is never even called from buildPolicyData.

Thanks for the review — both comments are valid. After analysis, reportActionsList is dead code in buildPolicyData for all callers. I've removed it entirely.

Why reportActionsList is never read through buildPolicyData

reportActionsList is only consumed at one place: inside createPolicyExpenseChats (line 1579), in the if (oldChat) branch. This branch is entered only when ReportUtils.getPolicyExpenseChat(cleanAccountID, policyID) finds an existing policy expense chat for the given policyID.

buildPolicyData calls createPolicyExpenseChats only inside if (adminParticipant?.login) (line 2931). So there are two gates:

  1. The caller must pass adminParticipant with a login
  2. An existing policy expense chat must already exist for the given policyID

Case-by-case analysis of all callers

Conclusion

  1. Only one caller (IOURequestStepUpgrade.onUpgrade) passes adminParticipant — but it uses policyID: undefined which defaults to generatePolicyID(). A freshly generated policyID can never match an existing policy expense chat, so getPolicyExpenseChat() always returns undefined and the if (oldChat) branch is never entered.

  2. All other callers don't pass adminParticipant, so createPolicyExpenseChats is never called from buildPolicyData.

I've removed reportActionsList from BuildPolicyDataOptions, reverted the hook from IOURequestStepUpgrade.tsx, and added an explanatory comment + TODO at the call site in buildPolicyData.

- Verify each workspace gets a unique expense chat (fresh policyID guarantees new chat)

buildAddMembersToWorkspaceOnyxData. Adds an optional reportActionsList param so
UI callers pass the value from useAllPolicyExpenseChatReportActions() instead of
the module-scoped deprecatedAllReportActions cache.

Threads through the easy paths:
- addMembersToWorkspace (BaseOnboardingWorkspaceInvite, WorkspaceInviteMessageComponent)
- changeReportPolicyAndInviteSubmitter (ReportChangeWorkspacePage)

shareTrackedExpense path is deferred to a follow-up PR.

I reviewed the changes in this PR. It is a purely internal code refactoring that:

  • Removes dead reportActionsList parameter from buildPolicyData
  • Threads reportActionsList through buildAddMembersToWorkspaceOnyxData and related callers
  • Adds unit tests

There are no UI changes, no new features, no renamed settings or labels, and no changes to user-facing behavior. This is entirely about deprecating an internal module-scoped Onyx connection.

No changes are required to the help site files under App/docs/articles.
