Just FYI - this component compiles with React Compiler just fine (any new component that doesn't compile will cause a CI error). So we should not use useCallback - it's redundant and can cause more harm than good. At this point no new components should use useCallback, useMemo, or React.memo

This PR adds the shared Gusto connection actions. It adds actions to start the Gusto connect flow, run a manual sync, update the approval mode, and update the final approver.
