Improve chart label alignment and spacing

Explanation of Change

In bar chart diagonal labels were previously centered on their tick mark instead of right-aligned (text ending at tick), and vertical ones were centered to the longest one. Removed the centerRotatedLabels prop to use the line chart behavior for both of the chart types. Labels are now passed through StringUtils.normalize to collapse multiple whitespace characters into one. finalMaxWidth is now also computed after the skip interval is resolved, so the chart height is based only on labels that are actually rendered. The gap between the chart and the x axis labels should now be reduced and constant.

3. Open a chart whose one of the labels has multiple consecutive whitespace characters inside. Verify the space is reduced to just one space.

@mhawryluk, the bars and lines look good to me, however I noticed an inconsistency in the table tab on small screen, on large verything looks consistent:

The row lines in staging seem to be one on top of the other, I'll check if another PR changed this, and it's not in staging yet. However, the expense value number is above the expand icon \/. I don't see how, but could it be related to our PR? What do you think? Thank you.
