Show recently used tags in tag picker and save them in trackExpense flow

Explanation of Change

The tag picker never displayed recently used tags when there were fewer than 12 enabled tags because getTagListSections in TagsOptionsListUtils.ts returned early before reaching the recents logic. Additionally, the trackExpense flow never passed or persisted policyRecentlyUsedTags to Onyx, so even workspaces with 12+ tags would not accumulate recently used tags from tracked expenses.

Fix 1 (UI): Moved the filteredRecentlyUsedTags computation before the small-list threshold check so the "Recent" section is shown when valid recently used tags exist, even with fewer than 12 tags.

Fix 2 (Data): Added policyRecentlyUsedTags to the policyParams passed to trackExpense in useExpenseSubmission.ts and SubmitDetailsPage.tsx, and wired it through TrackExpense.ts to compute and persist optimistic recently used tags via buildOptimisticPolicyRecentlyUsedTags, matching the existing pattern used by the requestMoney flow.
