[No QA] perf: replace lodashMapKeys with native loop in WorkflowUtils

Explanation of Change

In convertPolicyEmployeesToApprovalWorkflows, the personalDetailsByEmail lookup map was built using lodashMapKeys. This swaps that for a native Object.entries for-of loop. Native iteration is faster than lodash's wrapped iteratee, and this function sits on a hot path (called whenever approval workflows are derived from policy employees). No behavioral change — the resulting map shape is identical: key is value.login if present, otherwise the original key.

The change looks good. Replacing lodashMapKeys with a native for...of loop over Object.entries is a correct 1:1 replacement — the resulting personalDetailsByEmail map has the same shape (keyed by value?.login ?? key).

A few things I verified:

• The lodashMapKeys import is cleanly removed — no other usage in this file
• lodashMapKeys is still used in usePersonalDetailsByEmail.ts, so it's not a dead dependency (though that file could benefit from the same treatment in a follow-up)
• The explicit PersonalDetailsList type annotation on the new object is correct and matches the downstream usage in buildMemberFromEmployee

No concerns — the perf improvement (275ms → 86ms) is meaningful for a hot path.
