Fix auto submit when moving tracked expense to workspace

Explanation of Change

When moving a tracked expense from a self DM to a workspace via "Submit to someone", the expense was not being auto-submitted even when the workspace's auto-submit policy required it. The shouldDeferAutoSubmit flag was not being forwarded through convertTrackedExpenseToRequest to the AddTrackedExpenseToPolicy API call, so the backend never received the signal to trigger auto-submit after the move.

Fixed by threading shouldDeferAutoSubmit through ConvertTrackedExpenseToRequestParams and AddTrackedExpenseToPolicyParams to the API call.

4. Tap Submit to someone on the expense and choose the workspace from step 1.
5. Verify the expense is auto-submitted to the workspace report.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
