Preserve the unloaded onboarding state

When NVP_ONBOARDING has not loaded yet, hasCompletedGuidedSetupFlowSelector intentionally returns undefined, but this combined selector coerces that state to false. The new Search/bulk/inline edit callers then pass this explicit false into createTransactionThreadReport, and openReport treats it as authoritative via hasCompletedGuidedSetupFlow ?? onboarding?.hasCompletedGuidedSetupFlow, bypassing the action module's already-loaded fallback. In the race where a user edits a transaction whose thread must be created before this hook subscription resolves, we can enqueue guided-setup data and mark onboarding incomplete for a user who already completed it; keep undefined until the key is loaded instead of defaulting here.
