Explanation of Change

The "Add additional receipt" and "Expand" buttons on receipt hover were both gated by canShowReceiptActions, which excluded map distance requests via !isMapDistanceRequest. This made sense for "Add additional receipt" (the map image is auto-generated, not user-uploaded), but it inadvertently hid the "Expand" button too.

This PR introduces a separate canShowExpandButton flag (hasReceipt && !isLoading && !mergeTransactionID) that does not exclude map distance requests or require isEditable, since expanding the receipt to full screen is a read-only action. The "Add additional receipt" button continues to use the original canShowReceiptActions gate.

The Expand button on receipt hover was hidden for map distance requests
because canShowReceiptActions excluded them via !isMapDistanceRequest.
This was correct for the Add additional receipt button (map images are
auto-generated, not user-uploaded) but inadvertently hid the Expand
button too.

Split the gating so Add additional receipt still requires
canShowReceiptActions (which excludes map distance requests), while a
new canShowExpandButton allows the Expand button to render for any
receipt that has loaded and is not in a merge flow.

Fix: update test to expect expand button visible in readonly mode

The PR intentionally made the expand button visible in readonly mode
since expanding a receipt is a read-only action. The test was still
asserting both buttons should be hidden in readonly mode.

Fixed the failing check: the test does not show action buttons in readonly mode expected the expand button (viewAttachment) to be hidden in readonly mode, but the PR intentionally makes it visible since expanding is a read-only action. Updated the test to expect the expand button to be present while still verifying the "Add additional receipt" button is hidden.
