Pass selector dependencies for changing submitter IDs

When this component first renders before moneyRequestReport is loaded, the selector is created with an undefined owner account ID; react-native-onyx only re-subscribes selector closures when the dependency list changes, which is why the existing dynamic personalDetailsLoginSelector(...) call sites pass [ownerAccountID]. In that loading sequence submitterLogin can stay undefined, so advanced-workflow submits skip the employeeList[submitterLogin] route check and may send the report to a stale/default manager instead of the submitter-specific approver.
