Adds a workflow_dispatch GHA that calls `osc admin sync-fork eyevinn-strom` to trigger a fork sync with the upstream repository via the OSC maker-manager. Supports targeting dev, stage, or prod environments. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
