So that country specific info can be held in one place to ease unfamiliar contributors move the kernel table content info here and include it as part of a submodule from the kernel.

Country.sys is now able to be built as part of the kernel or standalone. In addition the kernel country specific table data is moved here so that it can be maintained in one place.
