Description: The _build script is now recommended over _updatePublisher and _genonce. This PR updates all references to the old scripts to now use the new
_build.batand_build.shscripts. This PR should be merged at the same time as FHIR/sushi#1619.NOTE: This still requires an old version of hugo to build. Updating this site to work w/ the new hugo and docsy theme is beyond the scope of this PR.
