The packages reported as outdated by `npm outdated` are the ones that were already listed in the dependency notes. They remain outdated due to the same reasons.

This looks good and everything seems to work as it did before.
There are a few things reported by npm outdated that aren't listed in the DEPENDENCY_NOTES, but I suspect they crept up since this PR was submitted. I'm not concerned, especially since they are all @types dependencies.
