Portal timers don't run in background

Describe the bug
When the window is not in focus the effect does not run and the timer stops

To Reproduce
Steps to reproduce the behavior:

1. Go to portal
2. Click on any timer (field or judging)
3. Unfocus tab
4. Timer does not continue in background

Expected behavior
Timer runs regardless of focus
