Revert to XML Schema version 1.0

Although XSD 1.1 has useful features, and it was published about 7 years ago, it seems that some common XML processors do no fully support it. Therefore, we need to drop back to version 1.0. The immediate impact is removal of assertions. As a result, combinations of attributes must be validated by SBE implementations rather than by XML processors.
