This PR uses new functionality in the cmslpc HTCondor configuration to specify an environment variable,
FERMIHTC_OS_OVERRIDE, which automatically sets the desired OS in HTCondor batch jobs, based on the container OS (rather than the host OS where the commands are executed).(This kind of cluster/application-specific additional settings could eventually evolve into a more general "plugin" system, but that is left as a todo item.)
A toggle for debug messages is also added.
