Used dakka dossier to give me numbers to make it feel good to use and hopefully not be overcooked. Some minor changes overall but basically reload halved to be same as MWO reloads. :) Also made it quieter and particle slightly smaller.

Still not a perfect fix, but way better than it was.
Theoretically on par with 5x5 Hydrogen per-BP.
time to overheat 90s-> 123s time to cool off 60s-> 20s
