Campaign no more quest & Outpost Manager inaccessible after Save & Load

• My issue happened while using mods.

What happened?

In solo campaign it would had quests and guide tells you where to go and what to do, as missions would spawn and you are supposed to get that from the outpost manager. While once you save the campaign and quit, the outpost manager would not accessible anymore and if you are in solo campaign the quest line and guide would not shown on top right.

No mods are enabled. A new solo campaign. Clicked all dialogue. Outpost Manager still accessible at the moment. Load the save, the quest line are gone. You can't talk to the manager anymore.

Reproduction steps

Solo

1. Start a Solo
2. Clicked all the dialogue at the beginning.
3. You will received 300 mk, then Save.
4. Load the Save

Multi

1. Start a Server
2. Select Campaign Mode
3. Start with only 1 crew (You alone)
4. Get 1 mission from outpost manager, see if the manager still had "Talk" option
5. Save & Quit the session.
6. Load the Campaign
