Is internet needed at program startup

My understanding is that at startup of a java program with jSerialComm, a runtime suitable for your operating system is created in a temporary folder. Is the runtime created with the help of internet access or safe to start offline?

I feel sorry to ask, but I don't know the temporary folder to check and would maybe check it wrongly because of caching.
