Update SCN Typos/references

SCN-CSO-EVA was referencing rules that didn't exist when it was supposed to be referencing sections of rules. No material content was changed or rules were impacted, but now the text properly references the section of rules for Routine Recurring, Adaptive, and Transformative changes.
