This way one can turn on or off the whole collection of skills, agents and extras with one click/button press.
One scenario is that when I start a project I am in spec mode so I need all these. When I move to implementation etc I need different set of skills and agents.
Currently if I want to clear the context from openspec agents skills etc I will either have to disable each one or uninstall/remove the framework from the project, which will then mean that when I push it it won't be in the repo
