Add RaFT-UAV helper utilities

Summary

• add generic Gaussian hypothesis mixture, sequence association, and online time-offset helpers
• expose the helper APIs from the lazy filter namespace
• keep compatibility exports for the existing adaptive process-noise helper names
• add focused coverage for the new utilities

Validation

• Applied patch against current main with existing adaptive-noise helpers reconciled manually
• Checked for conflict markers and .rej files
• Ran git diff --check and git diff --cached --check

Tests were not run per request.
